As rickbub said, It was the mayor from EAST Cleveland. It's a separate city from Cleveland.
I already saw this on the news and to be honest it didn't bother me either way. Sure its embarrassing but beyond that at least he doesn't have kiddy porn or something.

If the Mayor wishes to dress as a woman that is his business, he is perfectly entitled to do so whenever and wherever he wishes. If the police have an argument with him about other matters then that is another story. Female politicians wear trousers so why can't the men wear frocks? |
